A shipment's ultimate recipient. Also known as the ultimate consignee. This is not necessarily the party being billed.

An End-User Statement confirms that a buyer is the final recipient of materials exported and does not intend to re-export them. In addition to preventing export violations, the document can also serve as proof of the original exporter's efforts. When End-User Statements are appropriate, they must fall under very specific circumstances:

If it is required by the original supplier to restrict materials to embargoed countries, nations with poor human rights records, or places the supplier considers a threat of those materials (like military-grade weapons).
